New York City 2013 GED® Campaign to Finish: A campaign to help 17-24 year-olds who have already taken and almost passed the GED® test to get the support they need to pass the GED test in 2013.  

OPPORTUNITY / CHALLENGE:
In New York City there are 1.2 million adults who lack a high school credential. There are over 170,000 young adults between 17 - 24 years old (nearly 20% of this population) who are disconnected or disengaged youth, not in school and not working. For these individuals, the General Educational Development (GED®) is an important gateway to postsecondary education and professional advancement. As of January 2014, GED® Testing Service will utilize a new two tier exam in alignment with Common Core Standards. New York State will select its new high school equivalency test during 2013. All individuals who have passed a portion of the current five part GED® exam will be required to start over on January 1, 2014.

The opportunity and challenge is to address the estimated 18,000 young adults in New York City during 2013 who were motivated to take the GED® in 2010, 2011 and 2012 but have not yet passed, and provide support to complete the GED®. NY State Education has identified nearly 4,000 young adults who have reached at least 380 on all sub-tests of GED® during 2010, 2011 and 2012. In October, 2012, letters were sent to “near passers” advising them of the GED® test change. A score of 410 is the required threshold for passing a section of the GED and a total score of 2250 is required to obtain the GED® as an equivalent or credential.

New York City young adults, who are not in school, not working or underemployed, deserve the opportunity to fulfill their potential and join a pathway to academic and career success.


OVERARCHING GOAL:
The Fund for Public Advocacy will mobilize and activate a public/private collaboration and partnership of New York City organizations to reach and engage 3,000 young adults who have begun the GED® Preparation and Testing process and support successful 2013 GED® completion for at least 2000 individuals as a critical step to academic and career advancement.
